Gurnard 7 TAC review 2020
DECISION: APPROVED
Introduction
On 25 May 2020 Fisheries New Zealand (FNZ) advised they were reviewing the Total Allowable Catch (TAC) and Total Allowable Commercial Catch (TACC) in Red gurnard 7.
A 10% increase in the TACC was proposed. There would be no changes to the allowances for non-commercial fishing interests or other mortality.
Submissions were due by 1 July 2020. The New Zealand Sport Fishing Council submitted a response on 1 July, a joint submission commenting on proposed changes to Snapper 7 and Gurnard 7.
On 11 September 2020 the Minister announced his approval to increase the TAC, TACC and allowance for fishing related mortality.
Proposal
Fisheries New Zealand has proposed two options for the future management of Red gurnard 7 (GUR 7). See Table 1 below.
FNZ propose the Minister of Fisheries apply the changes from 1 October 2020.

Submission
The New Zealand Sport Fishing Council submitted a response to the FNZ proposals on 1 July 2020. The Council did not support the proposed increase to the TACC, instead we supported a 5% increase to the TAC which would be applied to the allowance for other mortality. This was necessary because in a trawl fishery the allowance set aside to account for fishing related mortality needs to be at least 10% of the TACC.
The Council acknowledge that GUR 7 is a low information stock so a TACC review will only occur when the next trawl survey results are available, therefore this stock needs precautionary management.
