Fast Track Bill 2024

Introduction

The Government introduced the Fast Track Approvals Bill to Parliament on 7 March 2024. The Bill was then referred to the Environment Select Committee to consider and receive submissions from the public.

Submissions were due by 19 April. The Committee is due to report back to the House by 7 September 2024.

The New Zealand Sport Fishing Council worked alongside LegaSea, the New Zealand Angling & Casting Association and New Zealand Underwater Association to develop a submission opposing the Bill, only as it relates to the marine environment and land based activities which can adversely affect the marine environment due to runoff, contaminants and other pollutants.

On 11 June 2024 the NZSFC attended the Environment Select Committee hearing on the proposed Bill.

Submission

The Bill is proposed as a “fast-track”, which suggests procedural speed. The Bill places excessive and unfettered powers to approve projects in the hands of development Ministers, and unjustifiably removes public participation and checks and balances.

The NZSFC joint submission raised concerns that the effect of the Bill is to circumvent environmental protections which are in place for good reasons. And could potentially impact the marine environment.

Kaitiakitanga and the ethic of stewardship must remain at the heart of any fast track legislation, to ensure that we are properly protecting the environment for future generations.
