Submission repeating earlier concerns that the deemed value regime is failing to constrain commercial catch to legal limits set by the Minister in many important fisheries. Submission to the Ministerial inquiry into the use and operation of Foreign Charter Vessels in New Zealand waters. The submission recommends the Inquiry finds in support of the Talley's Group submission, requiring bare boat charters and NZ crews on foreign charter vessels (FCV). Submission on the proposed introduction to the Quota Management System (QMS) of kahawai, broadbill swordfish, mako shark, blue shark, yellowfin tuna, southern bluefin tuna and red maki. Submission notes that the Ministry of Fisheries is not considering any alternative to management of these species outside of the QMS. This is concerning. Submission to the Minister highlighting concerns with the strategy of the Adaptive Management Programme (AMP), to fish down the tarakihi stock fast enough to enable the decline to be measured. There are major concerns for the tarakihi stock under the AMP. A large black market for shark fins has developed and there is disregard for the law on targeting swordfish. MFish needs to be more active to ensure compliance.
