Submission recommends the deemed value regime is acknowledged as a failure to constrain commercial catch to the statutory limits in two shellfish stocks. Also, that a more flexible mechanism needs to be developed to remove the incentive for commercial fishers to overmatch the TACC and receive increased ACE in the future.
